REQUEST FOR PROPOSALS The City of Glasgow has received notice of the award of Community Development Block Grant funds in the amount of $30,000.00 from the Montana Department of Commerce. Total project cost is budgeted at $30,000.00. The City of Glasgow is soliciting proposals from qualified individuals and consulting firms to: To develop a Capital Needs Assessment for the Valley Court Apartment Complex in accordance with all the requirements of Montana state law. This includes holding and facilitating several public hearings and additional meetings as necessary in The City of Glasgow. The City of Glasgow's RFP includes a description of the services to be provided by respondents; the minimum content of the responses; and the factors to be used to evaluate the responses. Consistent with Section 3 of the Housing and Community Development Act of 1968, CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized.
